        <![CDATA[<p>Two of the North East's police forces are among the top in England and Wales, according to a new review.</p>

<p>Northumbria and Cleveland police were both rated "good" in the three categories se by HM Inspectorate of Constabulary. (HMIC)</p>

<p>The findings are due to be published on a national website which will give an overview of police effectiveness.</p>

<p>Durham and Cumbria police also performed well, both receiving two "good" and one "fair" grade.</p>

<p>HMCI has produced report cards that assess each force in three categorises: local crime and policing; protection from serious harm; and confidence and satisfaction.  </p>

<p>The forces were graded from "poor" to "excellent", with one to four points being allocated accordingly.<br />
Northumbria and Cleveland police were among only six of the 43 constabularies to score nine points. </p>

<p>Durham and Cumbria each received eight points.</p>

<p>Northumbria chief constable Mike Craik said: "This success is due to the commitment and dedication of all our officers and staff and the support of our partners and the public." </p>

<p>"However, we are never complacent and are always looking to drive our service forward. That is one of the key reasons for our success."</p>

<p>Sean Prince, Cleveland's chief constable, also welcomed the figures, but stressed that there was still room for improvement.<br />

<p>In stark contrast to the common point of view that energy can only be produced though the turning of a turbine, whether it be through wind or upwardly rising steam, a group of scientists at MIT (Massachusetts Institute of Technology) have found a previously undiscovered phenomenon that causes powerful waves of energy to shoot through miniscule wires known as Carbon Nanotubes.</p>

<p><br />
In the experiments, the Carbon Nanotubes were coated in a highly reactive fuel, which produces heat during the process of decomposition.<br />
This fuel was then ignited at one end by a high powered laser beam, and the resulting reaction was a fast moving thermal wave travelling at a massive speed along the nanotube.<br />
Heat from the fuel goes into the nanotube, travelling much faster than the fuel itself.<br />
As the heat feeds back into the fuel coating, a thermal wave is created which is guided along the nanotube.<br />
With a temperature of 3,000 Kelvin's, this ring of heat speeds along the tube 10,000 times faster than the normal spread of this chemical reaction. The heating produced by that combustion, it turns out, also pushes electrons along the tube, creating a substantial electrical current.</p>

<p>Could this current be harvested or collected, then fed into the mains?<br />
And is it reliable enough to produce enough energy to quench our ever-growing thirst	for energy?</p>

<p>This field of science is still in its infancy and could be the breakthrough that the human race needs to continue harnessing the electrical energy that exists all around us.</p>

        <![CDATA[<p>A Mexican Billionaire has topped Microsoft word creator Bill Gates, making him the richest man in the world.</p>

<p>Carlos Slim Helu was declared the richest man in the world when he knocked Bill Gates, the past reigning richest man, off the top spot. <br />
While Carlos has a net profit of $53.5 Billion dollars whereas Bill Gates only has a net profit of $53.0 billion dollars, thus making him second on the top 10 list of the richest men in the world.</p>

<p>Carlos is a self-made billionaire, and he is a Telecom buisnesman who pounced on Mexico's national telephone company in the 1990's. He became world's richest man when his net profit  rose up $18.5 billion, and the previous year he made $53.5 billion dollars. Carlos is the richest person for first time after coming in third place last year. His net profit is 500,000 dollars ahead of Bill Gates.</p>

<p>However, it is not all good news for Carlos as he is reciving lots of critisisim. His rising fortune has caused a controversy because his  fortune was made in a country where 17% of the population lives in poverty. Telmex, which is 49.1% owned by Carlos and his family, charges the highest usage fees in the world, according to the Organisation for Economic Co-operation and Development.<br />
But this critisism is not affecting Carlos as he said "When you live for others' opinions, you are dead. I don't want to live thinking about how I'll be remembered." He also quoted  "The stock market goes up ... and down," and noted that his fortune could quickly drop." </p>

<p>There is no predictability in the fall and drop of profits.Carlos could remain the richest man for a while but no one can be 100% sure.Mabe another person will come in to the </p>

        <![CDATA[<p>Joey Barton is on the come back trail after playing 45 minutes of behind closed-doors friendly's.</p>

<p>England international and Newcastle star has been watching from the sidelines for six months due to a broken bone in his foot at the 3-1 victory over Plymouth. The 27 year-old played in a in the first half of a 4-1 victory over Hibernian at the Magpies' Darsley Park training headquarters as he attempts to regain full fitness for what remains of his side's Championship promotion push.</p>

<p>Manager Chris Hughton  was on hand to watch the midfielder, who has made just six senior appearances this season,</p>

<p>Barton was Sam Allardyces second signing as manager of Newcastle united in July 14 2007 when the huyton born schemer put pen to paper he signed a five year deal for a fee of 5.8 million.</p>

<p>In 2009 Birmingham city were going to take the 5.8 million stars away from st James on a season long loan. </p>

<p>After Kevin keagan was sacked the star admitted he wanted to stay at the club but feared he might have to leave if legend Alan Shearer was elected to be next manager.</p>]]>

        <![CDATA[<p>Sunday 7th March was a once-in-a-lifetime opportunity for many of our movie stars of 2009. The 82nd Academy Awards took place in Hollywood and there was definitely a lot of excitement and tension on the red carpet. The main achievement of the night was the award for 'Best Picture' given to the surprised Kathryn Bigelow for her movie The Hurt Locker. She quotes; "This was really, truly, honestly never part of anything we even imagined in our wildest dreams."</p>

<p>Other winners of the night included Sandra Bullock, the actress in leading role in The Blind Side. Also the actor in leading role went to the fantastic Jeff Bridges from his role in Crazy Heart. Up took away the best-animated feature film while Avatar gained the best art direction, the best visual effects and the best cinematography. </p>

<p> As anyone would be, many of the nominees for the various awards were disappointed they didn't gain an award tonight but many of them will come back fighting next year.</p>

        <![CDATA[<p>Lewis Hamilton has confirmed that he is back together with Nicole Scherzinger.</p>

<p>Back in January, the formula 1 star and the Pussycat Doll decided to split to concentrate on their careers. The pair did promise to stay friends, but have since found a happy compromise with their work and life balance allowing them to feel happy as a couple again. </p>

<p>Lewis said: "things are good. She's working really hard on her album and on Dancing With The Stars and I can't wait to see how well she does with that and hopefully I can get over and support her."</p>

<p>He added: "she's supporting me with my racing and so we're focusing on our careers and we're doing our best to stay in touch and keep strong."</p>

<p>Although Lewis did say there was "no truth" in the rumours of marriage.</p>

<p>The Mclaren driver, who begins this season's formula 1 campaign at the weekend in Bahrain, confessed he was in the best physical shape of his career, and that his ultra-fit training partner Nicole should receive some of the credit for that.</p>

<p>"We go to the gym together quite often and she goes running with me, she does her own programme and I do mine and it's pretty cool!"</p>

<p>He added, "We try not to compete on many things because she can keep up with pretty much anything!"<br />

        <![CDATA[<p>Children as young as 15, are being arrested by police for drink - driving. 281 teenagers under 18 were arrested after failing breath tests in the North East over the last three years.</p>

<p>Shocking revelations uncovered that almost a third of offenders were under 17, meaning they were not legally able to drive on the roads, as well as too young to drink!<br />
A total of 198 17-year-olds, 72 16-year-olds and nine 15-year-olds have been arrested for suspected drink driving offences since 2007.</p>

<p>Most of those under 17 were also charged with other offences including car theft, drug offences and not having a licence.</p>

<p>The data includes 27 females and three 15-year-old girls caught drink driving in County Durham during 2007.</p>

<p>There is also a case of a 13-year-old boy who was breath tested by Northumbria Police last October, but no further action was taken.</p>

<p>Jo Stagg, of the Royal Society for the prevention of Accidents said, "This is really shocking. It shows that it is not just teenagers who are legally allowed to drive, but younger teenagers who are being stopped before they have even been given a licence."<br />
These teenagers are making our roads dangerous but charities are educating them not to drink and drive! Hopefully, this will make a impact in the future! </p>

At the ceremony of the 82nd annual Oscars, the film 'hurt locker' comes away with the most awards. At the Oscars the hurt locker movie team came away with six awards including; Best picture, Directing, Film editing, Sound editing, Sound mixing and writing (original screenplay).</p>

<p>The film rentals of that movie doubled since it won six Oscars. So Kathryn Bigelow has made it big at last, becoming the first female director ever to pick up the Oscar.<br />
The film is about a group of technitians of a bombsquad who volunteer to challenge the odds and save lives while doing one of the worlds most dangerous jobs.<br />
The other awards went to; Sandra bullock for playinga leading role in the movie'The Blind Side', Mo'nique for acting in a supporting role in 'Precious',Up for the best screenplay and Avatar who also won many awards but not as much as 'The Hurt Locker'.<br />
